Default accessing home network from net

this is my present setup

as u can see i have disabled DHCP on both my modem and router. And manually configured ips keeping 2 networks (192.168.1.x & 192.168.2.x)
I have configured router with static wan IP.

I want to access first my home modem and then ROUTER though internet..
For accessing modem, i think i should type my BSNL ip (WAN IP SEE Fig 3) in browser.. but when i do so from any PC in my network,i get"page cannot be displayed" msg. so in total i cant even get through my modem!!
with this confg i am able to browse net and transfer data through utorrent..

i want to setup an ip camera in this network.. PLS help.
so far after reading some topics i know that to access ip camera from LAN i need to type 192.168.2.x (in my case). but for accessing it from net i have to type my ip provided by ISP.. which should get me through my modem to router (isn't it??).
My queston is, if i keep DHCPs in both modem and router disabled. And manullay confg ips... WHAT SHOULD BE MY IP ADDRESS TO ACCESS MY ROUTER OR ANY DEVICE CONNECTED ON MY ROUTER??

I havent confg my firewall on my modem. FOR THAT I NEED HELP TOO. when i telnet and enter modems firewall there are 2 options: incoming and outgoing. But no entires in either of options.
