The difference between download managers and download accelerators is that download managers manage downloads, they basically allow you to pause and resume them. Download accelerators on the other hand optimise your connection by changing generic connection settings on your os so that you get maximum benifit of your connection.

Also regarding software tweaks, they are neither illegal, nor will you get in trouble with the ISP's for using them unless you try to hack their servers or you try to steal your neighbours bandwidth.

how to download these at above 50kbps
If you have a 128 kbps connection then your actual download rate is 16 KBps a little more with compression. This is how you get 20 KBps. The intial 110 KBps you get is actually because the file start to download instantly after you click on it but while you are typing what name to save it as and where to save it, it is getting stored in your ram. When you do save it, it transfers from the ram to your hard disk at high speeds so you see that spike.

theirs no upstram downstram rule

its your connection 128kps provides only download speed of 20 to 25 kb/s

in the start it may show you 100 but it will decrease to 20 and will remain constant cause that the the download you will get with that connection

Actually your net connection is like a water pipe between you and your ISP (airtel ,BSNL whatever).data can flow only with the capacity which is restricted for you ..Software can only fine tune your data flow. you can get only 1 or 2 KB of additional bandwidth

I agree with one of the posts here that it is not that your downloading speed is slow. it also has something to do with the site you are downloading from, alternatively to increase your speed go for other available plans.

I don't think you can manually increase tthe speed of your internet connection, if you want to increase it you need to talk to the customer care they are the better guys that can help!

Starting speed is just the boost speed. It is not the real speed and with 128 kbps you are getting the right speed as it is 1:8, which is the real speed of every internet connection any company provides. They publish 128 kbps but it is the max they offer.

If you want to download at the 50 kbps speed then i think that it will be nice to get a new higher plan which is the only way to get this high speed. otherwise you are getting the right speed of 20 kbps under your present plan.
