I don't think this is true. I am really a heavy downloader. My PC is always on and I am downloading 24/7. I don't see any problem regarding speed no matter how much i download. I think this is just a rumor nothing more.

Im on 999 UNLIMITED (384kbps) and I get awesome speeds of around 910kbps (increases to 1.05mbps around 2-6 am) REGARDLESS of how much I download... in last 5 days have downloaded 19.61 GB data, uploaded 19.51 GB - TOTAL DATA TRANSFER 39.12 GB.

So clearly (at least here in Hyderabad) NO THROTTLING OF DATA is happening !!!
