Slow upload speed

Slow upload speed
Yesterday i was uploading some stuff to rapidshare and i found that i was getting only 16 kbps upload speed where as i get download speed of 30 kbps. I don't know why this happened but i had to use that speed as i was upload stuff from my office which have BSNl connection. On the other hand i get 40 kbps upload and download speed from Airtel which is installed at my home.
Does anyone have any idea why there is so some speed difference between two companies.

The plans must be different. Download spped of 30KB/S indicates 256KBPS speed. That supports only 21KB/S upload-MAX. AND ur office might have divided the bandwidth among other workers also.
