I think you are mistaken, but feel free to correct me if you are sure, almost no consumer line, atleast no SOHO connections are above 54 mbps.
The 10 mbps or 1 gbps that you see is only the link speed between the pc and the router.
To the OP, I have heard tell, (rumors, never bothered to verify), Singapore has an average connection speed 800 times more than india. That should work out to around 400 mbps, but I assume this includes commercial connections.
EDIT: Just found that Hong Kong has residential 1 Gbps connections since 2005.

EDIT(2): Currently South Korea has max speeds of 108 mbps. The above 1 gbps is unfortunately only link speed.
